Onboard maritime crew recruitment restored, Assarmatori: “Now it must become a structural measure

Assarmatori welcomes with satisfaction the final approval, during the Senate’s conversion into law of the “Milleproroghe” Decree, of the amendment extending until the end of 2025 the possibility for the ship’s captain, the shipowner, or their representative to proceed with crew recruitment.

This simplification was originally introduced in March 2020 as part of the “Cura Italia” Decree and had been renewed annually. However, on January 1st of this year, the provision lapsed because it was not initially included in the Milleproroghe Decree, leading to immediate disruptions and bureaucratic delays.

“We are pleased with the final outcome of this matter,” commented Stefano Messina, Chairman of the association. “This measure was initially designed to streamline procedures in light of the severe mobility restrictions during the pandemic. Over the years, it continued to be renewed due to its effectiveness, its zero cost for the State, and its role in enhancing the competitiveness of the Italian flag. For these reasons, there was no valid justification for not extending it further. What we now call for is its permanent inclusion in our regulatory framework. It has already been incorporated into the broader regulatory simplification process underway at the Ministry of Infrastructure and Transport, the Ministry for Maritime Policies, and Civil Protection, as well as in Parliament through the submission of legislative proposals. Swift action is needed. In the maritime transport sector, particularly in segments such as ferry services, there is a high demand for skilled professionals, offering employment opportunities for young people. Imposing bureaucratic barriers between labor supply and demand, effectively taking a step back in regulatory terms, is the exact opposite of what we need.”
